A percentage is a special ratio in which the second term of the ratio is always 100. By expressing a number as a percentage you are reflecting how many times it occurs in relation to 100 times. As an example: 3/4 is expressed as 75/100 or 75%. In other words, there would be 75 out of 100 occurrences, people, places, etc.

Learning to work with ratios and proportions is one of the most useful things you can learn to do. Mastering ratios and proportions will help you figure out everything from the amount of paint you need to paint your room to the amount of tax you will owe on a TV.
